SIVP ⇒ SIS
Statement
For a fixed polynomial factor and suitable , an efficient algorithm solving SIS with noticeable probability over uniform yields an efficient classical algorithm that on every -dimensional lattice outputs linearly independent lattice vectors whose longest is within of optimal, that is, solves SIVP — Ajt96. Hence worst-case hardness of implies average-case hardness of SIS. MR07 tighten the factor, for SIVP and GapSVP, to for SIS norm bound , any and sufficiently large , using Gaussian measures; GPV08 lower the modulus to with the same factor.
Sketch
Each step samples points of the input lattice from a wide distribution and lets the columns of be their coordinates with respect to the current basis, reduced mod , which makes nearly uniform; a short with puts in , and is a vector of shorter than the longest basis vector. Collecting independent such vectors and iterating shortens the basis until it is within a polynomial factor of ; its vectors are the independent set.
